I have not yet found out if a new spawn in any of those locations fixes this bug but it can't hurt to keep an eye out for it.

If Dengeir is jarl, then he will already consider you a friend, and start that quest without any further prerequisites. I want to do the Jarl's quest in Falkreath to be able to build a house. There is no way around it for xbox players except by replacing the thane through the civil war quests and joining the stormcloaks. Since the Jarl's quest after sending the letter is a radiant quest with limited locations, if you have already cleared out all of those locations, he will have nowhere to send you.
