jarl siddgeir quest bug

Not even the 2 default dialogue options of Does your inexperience.... and another one that I forgot. I've never seen him give this quest. I seem to be stuck at the "Kill the Bandit Leader" quest. Is there any console command to remove this quest as I can't complete it with Dungeir and Siddgeir won't talk to you in the Solitude dungeon. I guess Bethesda forgot to program Siddgeir to acknowledge the letter that his uncle had already sent. I have not yet found out if a new spawn in any of those locations fixes this bug but it can't hurt to keep an eye out for it.

If Dengeir is jarl, then he will already consider you a friend, and start that quest without any further prerequisites. I want to do the Jarl's quest in Falkreath to be able to build a house. There is no way around it for xbox players except by replacing the thane through the civil war quests and joining the stormcloaks. Since the Jarl's quest after sending the letter is a radiant quest with limited locations, if you have already cleared out all of those locations, he will have nowhere to send you. These two quests are "kill a giant" … If you happened to have already killed Siddgeir's housecarl, Heldvar, during the Dark Brotherhood quest, then this action will … The previous quest will either be to kill a Bandit Leader if Siddgeir is Jarl; the Stormcloaks can take over Falkreath either by Rescue from Fort Neugrad or Season Unending, and either way Dengeir will allow you to start this quest.

Siddgeir claims to have deposed his uncle, Dengeir, due to his old age, but Dengeir believes it was actually Imperial machinations. Due to the bug, it took away my thane title and of course can't gain his favor ever again. I talk to him and click the Reward dialogue option. I killed the leader and returned to Siddgeir. Killing Helvard drops Siddgeir's disposition below zero.

I received a letter to speak with Jarl Siddgeir (to initiate the bandit killing quest), however, no dialogue options appear when I try talking to him. I assigned Rayya as my Steward (she being the housecarl you receive after becoming Thane of Falkreath), and now I have a bit of a problem. I did this silently and quietly without being noticed.
